原标题：国家防总提升防汛防台风应急响应至三级新华社北京9月13日电（记者严赋憬）记者13日从应急管理部了解到，鉴于台风“梅花”将严重影响我国，根据《国家防汛抗旱应急预案》有关规定，国家防总于9月13日12时将防汛防台风四级应急响应提升至三级，并对台风防御工作作出安排部署。
