A | 【 앵커멘트 】 "할 도리는 다했다." 장미란 씨 사건을 허위 종결한 혐의로 구속된 부 경장이 여전히 혐의를 부인하며 내놓고 있는 주장입니다. 하지만, 경찰이 파악한 사망 시점과 통화 기록을 보면 의문이 남는데요. 부 경장의 주장, 수사 내용과 어떻게 엇갈리는지 안유정 기자가 짚어봤습니다.【 기자 】 장미란 씨 남자친구로부터 부 경장이 실종 신고를 받은 건 지난 5월 15일. 부 경장은 이날 장 씨와 통화한 뒤 사건을 종결했다는 주장을 굽히지 않고 있습니다. 그런데 제주경찰청은 오늘(26일) 장 씨가 5월 13일 새벽시간대에 사망한 것으로 보고 있다고 밝혔습니다. 경찰 추정대로라면 장 씨는 부 경장이 통화했다고 주장한 시점보다 이틀 앞서 이미 숨진 겁니다. 부 경장이 장 씨와 정말 통화한 게 맞는지 의문이 커지는 대목입니다. 실제 두 사람의 휴대전화 내역에서도 서로 전화한 기록은 발견되지 않았습니다. 기록이 없다는 사실이 드러났는데도 부 경장은 여전히 '허위 종결' 혐의를 부인하고 있습니다. 좀처럼 범행 동기가 밝혀지지 않으면서 경찰은 부 경장을 집중 조사하기 위한 20여 명 규모 태스크포스(TF) 팀을 꾸렸습니다.▶ 인터뷰 : 정태운 / 제주경찰청 수사과장- "향후 피의자 추가 수사와 함께 관련 자료를 면밀히 분석해서 엄정 수사해서 송치하겠습니다." 특히, 경찰은 장 씨의 휴대전화를 포렌식하며 사망 전후 상황을 파악하는 데 주력하고 있습니다. 사건 발생 주변의 CCTV가 모두 삭제된 상태에서 휴대전화에 있는 기록이 사건의 실체를 밝힐 핵심 단서이기 때문입니다. 또 부 경장이 실종팀에서 담당한 298건의 사건을 모두 들여다보며, 유사 피해 사례가 있는 수사력을 모으고 있습니다. In a video message for the International Day for Disaster Risk Reduction, Guterres on Thursday said climate disasters are hurting countries and economies like never before. Ever-rising greenhouse gas emissions are supercharging extreme weather events across the planet.
Yet, the world is failing to invest in protecting the lives and livelihoods of those on the front line. Those who have done the least to cause the climate crisis are paying the highest price. Entire populations are being blindsided by cascading climate disasters without any means of prior alert, he said.
"People need adequate warning to prepare for extreme weather events. That is why I am calling for universal early-warning coverage in the next five years," he said.
Guterres said early-warning systems and the ability to act on them are proven life-savers, noting that he will launch an action plan to provide early-warning systems for all within five years at the UN Climate Change Conference in Egypt next month.
He urged governments, international financial institutions and civil society to support such systems.
"On this International Day for Disaster Risk Reduction, I call on all countries to invest in early-warning systems and support those who lack capacity. Extreme weather events will happen. But they do not need to become deadly disasters," said Guterres.
